The Mule was designed as a utility vehicle and is limited to a certain speed by design. Engine speed is controlled by a governor. You could check the motor with a tachometer to verify that the motor is running at the specified RPM at full throttle. I don't have the diagrams or specs on the 3010, but on the 2510 there is a simple adjustment for that. It's basically an expensive lawn mower engine. (John Deere uses this motor also.) You should also check the drive belt and clutches. Make sure the belt is good and aligned properly and that the clutches are clean. Modifying or adjusting these is similar to snowmobile clutches. You can adjust the driven clutch for more acceleration by changing the spring location.
